The City of Roseville has contemplated various uses for the Phillip Road Site, a 241-acre parcel that was once part of the Reason Farms Detention Basin area. In 2003, the City of Roseville purchased Reason Farms as part of a retention basin project; however, as regional flood management strategies evolved, the site was no longer needed for that purpose, allowing the City to pivot toward exploring more beneficial and productive uses of the property.
The city has identified this property for development for more than a decade.
A feasibility analysis was conducted by the city in 2006 that identified this site as a job center, which assumed 18 buildings totaling more than 1 million square feet.
In 2019, the City declared the Phillip Road Site as surplus land, and in 2020 the City entered into an exclusive right to negotiate with Panattoni Development Company (Panattoni) to assess future uses on the site. The site was identified in the City’s Economic Development Strategy as a potential employment-generating area.
Under the existing City of Roseville General Plan the project site land use is currently designated as Public/Quasi-Public. The zoning designation is Planned Development, which is intended primarily for municipal and governmental purposes. The existing Planned Development zoning allows for the following permitted uses:
